Default "no user consent' for .kext with new Displaylink manager 1.1 on catalina

When I installed DisplayLink manager 1.1, it doesn't work correctly, with my screens flashing back and forth.
When I check under disabled software, it now shows that the display link .kext extension is disabled due to "no user consent".

However, security and privacy never shows me the "stopped an extension from loading" message, so I don't get the chance to consent.
Does anyone have experience with this? I'm about ready to sell my monitor and get one that doesn't require DisplayLink.
