Default Cannot wake up computer using keyboard and mice attached to Displaylink Device

I have the following:
HP Envy 15t Laptop with Win 10 Pro Anniversary Version 1607 Build 14393.576
Dell USB3.0 dock D3100 which is connected to Envy laptop's USB 2.0 port
Displaylink software version: 8.1 M0 18 Dec 2016

PROBLEM: After upgrading to Anniversary update and to the above drivers, I can no longer wakeup computer using keyboard or logitech mouse or by sending magic packet when when the computer is docked and sleeping. I used to be able to wake it up when connected to the dock by either hitting the RETURN key or pressing the mouse or by sending it a magic packet.

Also, going into Device Manager, I notice that there is no "Power Management" Tab for the DELL Dock. As a result, you probably cannot allow the DOCK to wake up the computer.

Also, in Device Manager > Universal Serial Bus controllers, under "Power Management" I see that for many of the device, the option "Allow this device to wake the computer" is greyed out and cannot be enabled.

What is the reason for this behavior?

How can i enable usb peripherals connected to the Dell Dock D3100 (which is displaylink based) to wake up the computer when the computer is sleeping?
