Startech usb32hddvii DL2700 - driver not loading

The device driver for my Startech usb32hddvii (DL3900) is not loading. W7-64 is reporting a 28 error. This device was running fine until I upgraded the device drivers for the Intel 4000 (driver 9.17.10.3040) and Nvida NVS 5200M (driver 9.18.13.2762). I am running on a Dell E6430 laptop. The system and the device pass the support-tool tests; the output of the tool is attached. No errors are reported when I plug the device into the USB port. How can I get this device to work again?
