Question DisplayLink Monitor keeps turning back on in Windows 10

Asus MB168B+ on a laptop with Windows 10 here. using WIn 10 native drivers

When the monitor is turned off via the button, it gets powered back on by Windows quickly there after, usually due to some video playback program like VLC on that monitor, OR by dragging an application to where that monitor's desktop space is. The application briefly turns into a transparent frame, and a few seconds later the monitor turns on and is detected again.

Any idea how to stop this? How to keep the monitor off permanently until a button on it is pressed? (or at minimum system restarted)
