Unintentional application window dragging

in WinXP, Win7:
Is there a way to control and prevent an unintentional application window dragging? Looking for a way to control and limit the applications that may be using the secondary display managed by DisplayLink , so for instance, a specific application that display sensitive data will not be able to be displayed on the secondary display.
