Select network to connect to on Windows?

I am in an environment where we have a secure network (internal) and unsecure (internet). My iPad is on the unsecure. My laptop is on both networks. The wired connection is on the secure and the wireless on the unsecure. When i start the windows service, it doesn't say what ip it is listening on. I tried putting in the unsecure ip address in the app on the iPad and adding outbound rules on the application (windows service) to the firewall, but I am still not getting a connection. I got Firefox and other apps to go out the wifi by using an app called ForceBindIP, but if I try to change the service to call it before launch, the service fails to start.

Any ideas?
