Is it normal for DisplayLinkManager to use 70-100% cpu on a Macbook Pro?

no. 10-20% I would say is normal.
If your running Mojave try and turn off nightshift. Mojave 10.14.6 has an issue with nightshift that will result in Displaylink using 100% CPU. |
