Flicker with Dell S2340T

My Dell monitor S2340T is flickering in Windows 8.1. It did not do this in Windows 8. I have attached the logs with advanced logging.

Can you try the latest Nvidia drivers:

The problem seems to have gone away, I'm not sure why. I got a virus, wiped the drive, and re-installed Windows 8.1. The Nvidia driver is 9.18.13.2601, dated 6/22/2013, according to Windows device manager.

The problem seemed to be worst while scrolling my usb mouse over java apps. Now, there is no difference in performance between my Display link monitor (USB) and my HP 2311 DVI monitor running off my Nvidia GTX 260.
