Crackling sound

I encounter several issues with my new StarTech 116E-USBC-DOCK Dock station

It dot it since i've bough it a month ago

I've plugged speakers on jack port, but there's a fairly loud crackling sound all the time. 
My computer sound is right here but heavily parasited by this annoying background sound.

And I've noticed that there is constantly static electricity : if I touch my computer any metal part on the station, I get a small electric shock. 

I'm afraid it could damage my equipment.

Anything to do ?  Any tip on this ?

As I'm an amateur musician, I know that crackling sound can sometimes be fixed by unplugging earth plug part. But it do not work it this case.

Even if I connect speakers with a third part usb sound card, it does not work any better either
