Default Windows XP Multiple Monitors, Monitor numbers change on re-boot

Have an application that uses 2-6 USB=>VGA converters. How can I verify the position of a monitor so that the data I want displayed on that monitor always appears there, even when windows re-starts?

Problem is that on a reboot sometimes windows will number the monitors differently. In the past we looked at the display properties (via code) to look at the unique ID (ie 1234-7654321) for each display adapter and then moved the display (via code) to the proper video coordinates to display the image on the correct monitor. This unique ID used to show in the task bar as well as "Display Properties, Settings, Display pull-down". With latest driver updates this is gone and does not appear to be in the properties at all.
