MacBook Air works, PC does not.

Hello!

I have a personal 2023 MacBook Air M2 that I use with this dock and it works just fine with 2 Dell P2224H monitors. However, when I connect my husband's work Surface via USB-C, the peripherals work, but neither monitor comes on. Any ideas? Do I need to install DisplayLink on his PC? I will be getting a work PC in a week, and hope this isn't an issue/is fixed by that time.
