Windows 7 Starter edition does not have multiple monitor support. It means that you won't be able to extend your desktop, although you should be able to mirror it or drive solely the external monitor. Do you get any error message? Was another PC running Win 7 SE as well?

I have reproduced this issue on one of our notebooks running Windows Starter and experienced the same symptoms. The external screen is extended by default and as mentioned before, Windows 7 SE only supports mirror mode, not extend. As a result, the laptop screen flashes and the iPad screen stays black while trying to extend the iPad screen. This is the limitation of Windows 7 SE, thats why the app works without an issue on other OSes.

Regards
