Default 1GB link works on 2 laptops, not on 3rd

I have a Targus USB-C Universal Dual Video 4K Laptop Dock (DOCK180USZ), great dock. I have 3 Win10 laptops, 2 of them have no problem getting 1Gbps via the dock ethernet.
A 3rd one always maxes out at 100Mbit.

I've tried the latest drivers (as suggested from Targus) but makes no difference. The thing is that this laptop USED to get 1Gbps and now it will not any longer.

The port info shows it connected at 1Gbps, but transfers top out at 100Mbps. What particular drivers should I look at in terms of versions? I'm sure this is a driver issue.

Would you be able to gather logfiles that will show us a bit more about your current setup?

The problem is with 1 out of my 3 Win10 laptops - but you want me to use a MAC software tool?

I don't have admin access, this is my work laptop and the one that I'm having this issue with, which is pretty ironic. The other laptops I have in my house have no issue. What other options are there to troubleshoot this, it used to work, I'm not sure what changed (I don't have control over updates) but now the link is 100mbit.
