Default Windows 10 AE first screen duplicates on first connection

We have 28 senior staff with Phillips 221s6qumb 21.5" USB connected screens that use DisplayLink. They all use a Microsoft Surface Pro 4 with Windows 10AE. Some staff have 1 screen and it works perfectly, the user can remove the USB connection and plug it back in and the Phillips screen always works in Extended mode.

However, the problem is that some staff have 2 Phillips screens that are daisy-chained together. Before Windows 10 AE, they could disconnect and reconnect the screens and all 3 screens would be extended. After Windows 10 AE, the Surface screen and the first Phillips screen are duplicated and the second is extended. How can we fix this because it is extremely frustrating to have change it back to extended across all 3 screens EVERY time you disconnect and reconnect? It used to work perfectly before Windows 10 AE.

When the user changes the layout and reconnects to the same set of monitors, does it keep extended or does it fall back again to the first duplicate?

The behaviour on very first connect before Win 10 AE was decided by DisplayLink and the device manufacturer. However, since Win 10 AE, we must comply with Windows rule or the driver cannot get the Windows logo program. The Windows default for laptops is that the first additional screen, at first connect, is duplicated.

The screen layout is saved by Windows based on ALL monitor serial numbers connected at the time.
If you wish to try the first connect behaviour again, you can delete the Windows display persistence keys to force rediscovery.
