Is it possible for Targus ACP71EU DisplayLink to work on ubuntu ?

No, it uses the USB 3.0 chip, which is not supported. It also looks like there is no effort to add support for it in the future. Do not buy it!

I allready bought it.
Far as I know USB 3.0 is working fine on Linux, it must be something with graphics.

Linux is supporting USB 3 of course. But the Displaylink chip which is used for the USB3 devices does not have a suitable driver for Linux, and there is little chance that it will ever be supported. Look at this thread:
