Windows switch to seconary monitor after reboot

We have a problem on Windows 7 which only happens the first time after a reboot - the sequence of events is:

1. Reboot or restart PC
2. Lock user session
3. Select "Switch user"
4. Reselect original user and enter password
5. All windows that were originally displayed on the primary monitor are now on the secondary monitor.

I have not been able to replicate this on Windows 8.1.
Also it doesn't happen if you repeat the above sequence - it's only the first time you do it after the most recent reboot.

There is another thread describing a very similar situation but it is under the Mac forum and no resolution has yet been provided.

We need an answer to this because one of our largest customers is complaining about it. It happens on different PC makes and types (desktop, laptop, HP, Lenovo).
