OK, let's try something else.
I'm surprised the monitor is not visible in the Windows display settings as we could read its ID and could bring it up (at the wrong resolution). Are you in clone/duplicate or in extended desktop mode? If you right click on the desktop and select display settings, do you see 1|2 on the same rectangle or do you only see 1?

Screen layout is remembered and restored by Windows, not the DisplayLink driver so that's why...

I should have asked this first: what would you like to achieve?
1. The best resolution on each display (and therefore extended desktop is required) or
2. The same content on both (in this case identical resolution is required).
