I have almost the same problem, but I'm using a Caldigit TS3+ and a DisplayLink compatible USB to HDMI dongle. The problem is definitely the DisplayLink Manager. I don't have to cycle it multiple times, once works, but about half the time it needs to be restarted upon login or it doesn't detect my monitor.
