I have observed unusually high CPU as well.

DisplayLink Manager 1.0.0

MacBook Pro (13-inch, 2016, Four Thunderbolt 3 Ports)
macOS Catalina 10.15.5

Dell Universal Dock D6000

AOC 22V2H 1920x1080 HDMI
