According to the description provided by Dell -->
https://www.dell.com/en-us/shop/dell...pc-accessories the D3100 does not have the ability to charge the host computer.
To quote Dell's website:
"Dell Docking Station – USB 3.0 (D3100)
The Dell™ Docking Station – USB 3.0 connects your laptop to up to three additional monitors, various external devices and the Internet with a single cable. The dock does not charge your laptop but provides USB charging to peripherals."
