When you observe that issue does that devices(pendrive, mouse, ethernet) stop working as well?

What I can suggest is to try other usb port in yours Chromebook. You can also try to connect DisplayLink device using usb2 cable.
If you mean by 'usb hub is bricked' that the device has a fault? You do not have enough information to make that claim. No, works perfectly fine with my other devices - why blame hardware for a software problem.

I went through your steps listed and found the following:

- All other devices connect
- During the initial connection the volume slider is shown and the level jumps up and down
- Hub is disconnected before the display is connected
- When I do get to connect the display ir shows the desktop briefly before disconnecting

Since I started this, Chrome OS has been updated from 74 to 75. Same issue exists.
