That doesn't sound like something I've read before. I used the Dell D3100 on the Windows 10 Anniversary Update without a glitch for a couple of months before receiving my Targus Dock160.
As a first step, I would recommend clearing the Windows display persistence keys to force a monitor layout rediscovery.
Should the issue persists, would you please send me the ZIP created by our Customer Support Tool? Please gather logs just after you have reproduced the flickering. How to use the tool is in the 3rd link of my forum signature.
