That's really odd. It sounds like there's a window that is staying on top of everything else hence you can open programs but only use the exposed region.
Could you check if the issue happens without DisplayLink software installed? If it doesn't happen could you then try disconnecting the DisplayLink device when in this error state and see if the window goes away?
