Doing more troubleshooting it appears to be related to Synergy. I never had the problem with the mac client, but it does appear to be related to windows client.
So please close/ignore.

This seems to be standing behavior and is annoying. I would expect the displaylink agent or manager could detect when the machine is undocked and move windows to the laptop and this is not happening....
