I'm unable to install DisplayLinkManager version 1.2.

Job for dlm.service failed because the control process exited with error code. See "systemctl status dlm.service" and "journalctl -xe" for details.
I did a complete clean install of Ubuntu because my computer was 95% broken after trying so many different solutions.
The bad news is, this clean install didn't solve anything.

My goal is to get my external monitor "Dell U2713" working with my laptop Dell XPS 13 9350 using a Dell D3100 docking station. Although all Dell they don't seem to like each other.

I can't see this in the logs you attached for some reason, so - did you try running commands this message suggests?

I suspect it will show modprobing evdi fails, and the most probable reason would be Secure Boot enabled, and failing signature validation - see the note in http://displaylink.org/forum/showthread.php?t=64788

So, like I said above - either sign the evdi kernel module or disable secure boot.
