SMB - Dell environment with slow Ethernet speed on WD15 and D6000

-We are a 215 PC environment with mixed desktops and laptops that have found issues lately with speeds on our 80 mbps internet connect
-After troubleshooting I found that bypassing the docking station (Dell k17a) I could get full speed on the laptop
-Thinking it was the K17A I replaced it with a Dell D6000 and found the exact same issue
-After updating the BIOS, the Docking station firmware, the drivers and still getting the slow speed through the docking station I stumbled onto this forum
- Went through the building and grabbed two random laptops and tested and found they had the slow issue as well
-On the first laptop listed I have the BETA DisplayLink USB Graphics Software for Windows 8.5 M1 installed with no changes
-I have also tried removing the displayport adapters converting to DVI and tried removing all monitors still getting the same slow speed

-Here is my issue, I have LOTS of laptops deployed using these USB C docking stations with slow speeds on them including Dell tablets that I have to image with the docking station that are VERY SLOW

-What are the next steps to provide more info in moving forward to either work with Display Link or engaging Dell as we are a Government\Public work site and I want to get this moving in the right direction.

1.Dell Latitude 5280 - This laptop I have tested with both D6000 and WD15\K17A
D6000 and k17a

-Latitude 5280
-Firmware 1.9.3
-Primary: DELL U2713HM
-Secondary: DELL P2312H
-When connected to D6000 or k17a ethernet speeds are 50kbps down to 8mbps
-When connected to the laptop Ethernet get full 80mbps down

2.Dell Latitude 5280
D6000
-Driver 8.3.1728.0 Display Link Corp - NETWORK Driver
-Latitude 5280
-Firmware 1.6.4

-Secondary: DELL P2312H
-When connected to D6000 ethernet speeds are 500kbps-8mbps down
-When connected to the laptop Ethernet get full 80mbps down

3.Dell Latitude 5280
-dell k17a \ WD15

3.Dell
-dell k17a
-Driver 10.5.919.2015 realtek USB GbE - NETWORK Driver
-Latitude 5280
-Firmware 1.6.4

-Found a forum post in the Dell support forums about TB16 docking stations not getting full speed, showing them connected at 1 gig but on a 250 mbps ISP connection toping at 83 mbps.
-There was suggestion of updating the ethernet firmware to Version 1.2.0.2, A00
-I checkd the firmware I used and it was FW_UPGRADE_UTILITY_WD15_V1_2_0_3_ZPE
-The forum was showing to use FW_UPGRADE_UTILITY_WD15_V1_2_0_2_ZPE.exe
-Went and updated the firmware on this laptops K17A but still no luck
-Showing 1 gig connection but only getting 8mbps/8mbps on a 80 mbps fiber connect
-Move cable over to the laptop ethernet bypassing the docking station and get full 80mbps
