Why won't USBc ports power peripherals?

I just installed a WL-UG69PD2 on a Mac Studio running Sonoma (updated).
I have two 32" 4k monitors connected by DP cables to the Display Port.
There is one other HD connected to the Display Port in a backside USB3.0 port.

I tried connected several USB devices using the remaining USB ports but none seems o provide sufficient power for the devices.

a) tried to connect an iPad that I use as a teleprompter device (through Duet) to both the front and back USB3.0 ports - booted, then shut off screen on iPad
-- then connected it to the USBC ports using an Anker dongle - and it didn't work
-- connected the same iPad back to my front UBS on my Mac Studio and it worked fine

b) tried to connect my DJI Pocket 3 to the USBC ports on the front of the Display Port with rated 3.1 cable.
-- only booted as a camera, and did not allow boot as a webcam
-- connected the same Pocket 3 with rated 3.1 cable to front USBC port on my Mac Studio and it worked fine.

I know of others who have connected two monitors, a hard drive and several cameras (CamLink) to a Display Port successfully. Any idea why this would not work here?

One possible solution is to use a powered USB hub, which can provide additional power to your USB devices. Alternatively, you can try connecting your USB devices directly to your Mac Studio’s USB ports, which should provide sufficient power for your devices.
